Following a complaint by a private entity, the Beneficiary Curator issued a Recommendation to the Managing Authorities concerning applications risk when submitted too close to deadline, and the Agency for Development and Cohesion, IP in balcão 2020 expressly recommend to the beneficiaries as to avoid the late submission of applications, particularly in the last days of the term.

It is also considered that beneficiaries must act with proper prudence in order to anticipate the submission of the application in the system due to the period terminus, greatly in the case of first time applicants and should be encouraged by the Managing Authorities for an adequate and timely preparation of application.

Several cases were appreciated where, within the submission deadline referred, but at the last days of this period, beneficiaries can not meet the technical and administrative requirements in the operating rules of Balcão 2020.
