The CALLS FOR APPLICATIONS PLAN should be linked to the availability of APPLICATION FORMS.

The beneficiary Curator issued a recommendation to the Management Authorities about formulating their Calls schedules for submission of Applications and the Interministerial Commission for Coordination of Portugal 2020, in approving the calendar, should take into account the existing technical constraints, including the effective operation date of the application forms.

The Beneficiary Curator also recomends, whenever technically possible, the Calls should contain a start date for the submission of applications, deferred to the date of its publication in the Balcão 2020, thus favoring timely preparation of applications. The recommendation highlights the significant efforts made by the Management Authorities and AD&C - Agency for Development and Cohesion, which made it possible to open a large number of Calls in a short period of time, stressing that the effective implementation of approval and prior disclosure of the Calendar Calls, a time horizon of several months, translates into a significant improvement in the predictability of the acts of management for beneficiaries. However, the ineffective delivery of the application form from the first day of the period fixed for the submission of applications, even to recognize the reasonableness of the reasons for its occurrence makes it impossible for the submission of applications and is therefore not subject to the deadline for the purpose set out in the Call. It should also prevent any technical constraints that motivate the difficulty of availability of application forms on the date set for the start of the applications reporting period, constituting uncertainty factors regarding the predictability of calls for applications plan.
