The InterMinisterial Coordination Committee (CIC) for Portugal 2020 approved, on August, 5, the Global Evaluation Plan for Portugal 2020 (PGA PT2020), available for consultation. The overall goal of the evaluation is to establish itself as the guiding document for the assessment of Portugal 2020 (PT2020) -  by all the entities responsible for the governance of the European Structural and Investment Funds (ESIF) - so that the design and implementation of policies and programmes can benefit from quality assessments, supported by evidence on the effectiveness, efficiency and impact of the interventions.

This general goal is part of the mission to contribute to the proper management and use of ESIF, strengthening its results orientation and quality accountability. Overall, the evaluations to be implemented should decide primarily on:

• Progress in meeting and achieving the objectives of the programmes.
• The progress of contribution and the actual contribution of the programmes for the achievement of the Europe 2020 strategy and the commitment of Portugal within this strategy - National Reform Programme.
• The consequences of changes in the context of implementing the funds and the development needs of the Member States at the level of programme implementation and the achievement of its goals.
• The contribution of programs to the dynamics of territorial development.

It is intended that this Plan will contribute significantly to the design of quality evaluations leading to more efficient and effective public policies, as well as greater transparency in the provision of application accounts ESIF to citizens.
