The management authority for thematic Operational Plans is comprised of the following bodies:

Management Commission

The Management Commission is PO SEUR's management authority and its mission is the management, follow up and execution of the programme in accordance to the goals and outputs set out and the management rules foreseen in the applicable national and European legislation. It is comprised of a Chairman and two Executive Members.

Monitoring Committee

The Monitoring Committee is a Portugal 2020 governance body with competencies regarding the Operational Programme's monitoring. This committee meets at least once every year and its mission is to check the execution of the programme and the progress made in terms of goals and analyse all issues that might affect the programme's performance. It is also responsible for preparing and adopting its own Internal Regulation. Members of PO SEUR Monitoring Committee were made public in Order 172-A/2015 of January, 7 and changed by Order 7704/2015 of July, 13. These Orders established the existence of members with voting rights and consultant members. The members of this committee are not paid.

Effective members, with voting rights:

  1. PO SEUR Management Commission, comprised of the Chairman, who also presides to the Monitoring Committee, and the Executive Members;
  2. Representative of the Agência para o Desenvolvimento e Coesão I.P. (Development and Cohesion Agency), as the technical coordination body of the cohesion policy funds;
  3. A representative of each Intermediate Body accredited by Portugal 2020 Interministerial Coordination Commission, under proposal of PO SEUR Management Commission
  4. Representative of Azores Regional Government;
  5. Representative of Madeira Regional Government;
  6. Representative of National Association for Portuguese Municipalities (ANMP);
  7. Representative of National Association of Parishes (ANAFRE);
  8. Representatives of the economic and social partners and of significant organisations of the social economy indicated by the Economic and Social Council:                                        
    1. União Geral de Trabalhadores (UGT) having as surrogate Confederação Geral dos Trabalhadores Portugueses – Intersindical Nacional (CGTP-IN);
    2. Portuguese Tourism Confederation (CTP) having as surrogate Entrepreneurial Confederation of Portugal (CIP);
    3. Associação Portuguesa para a Defesa dos Consumidores (DECO);
    4. Associação das Mulheres Agricultoras e Rurais Portuguesas (MARP).
  9. Representative of Comissão para a Cidadania e Igualdade do Género (CIG) (Commission for Citizenship and Gender Equality);
  10. Representative of the organisation Mulheres Século XXI – Associação de Desenvolvimento e Apoio às Mulheres, as a non-governmental organisation responsible for the promotion of social inclusion, gender equality and non-discrimination;
  11. Representative of Conselho de Reitores das Universidades Portuguesas (CRUP);
  12. Representative of Confederação Portuguesa das Associações de Defesa do Ambiente (CPADA).

The following are also present in the Monitoring Committee as consultants and without voting rights:

  1. Representative of the European Commission;
  2. Representative of the Audit Authority (Inspeção-Geral de Finanças);
  3. Representatives of Management Authorities of the remaining Thematic Operational Programmes, Regional Operational Programmes from the Mainland and from Regional Operational Programmes of the Autonomous Regions of Azores and Madeira, as well as the Management Authorities of the Programme Mar 2020 and the RDP 2020;
  4. Representative of Rede para o Crescimento Verde (Green Growth Network);
  5. Representative of European Investment Bank (BEI);
  6. Representatives of civil society, designated by the environment, land-use planning and energy branch:
    1. Associação Portuguesa das Empresas de Serviços de Energia (APESE);
    2. Associação Portuguesa de Energias Renováveis (APREN);
    3. Associação Portuguesa do Veículo a Gás Natural (APVGN);
    4. Associação Portuguesa do Veículo Elétrico (APVE);
    5. Associação das Empresas Portuguesas para o Sector do Ambiente (AEPSA);
    6. Associação Portuguesa de Distribuição e Drenagem de Águas (APDA);
    7. Associação de Empresas Gestoras de Sistemas de Resíduos (EGSRA);
    8. Confederação Portuguesa da Construção e do Imobiliário (CPCI).
  7. Representatives of public entities with specific competencies in public policies related to the Programme:
    1. Direção Geral de Geologia e Energia (DGEG);
    2. Direção Geral do Território (DGT);
    3. Agência Portuguesa do Ambiente (APA);
    4. Laboratório Nacional de Energia e Geologia (LNEG);
    5. Instituto da Habitação e Reabilitação Urbana (IHRU);
    6. Instituto da Conservação da Natureza e das Florestas (ICNF);
    7. Entidade Reguladora dos Serviços de Água e Resíduos (ERSAR);
    8. Entidade Reguladora dos Serviços Energéticos (ERSE);
    9. Autoridade Nacional de Proteção Civil (ANPC);
    10. Agência para a Energia (ADENE).
  8. On the proposal of the chairman, there are representatives of other entities with work related to public policies associated to the Operational Programme that can participate (without voting rights) in the works of the Monitoring Committee as well as individuals of good standing or specialised knowledge in the issues being considered.

Technical Secretariat

The Technical Secretariat operates under the responsibility of the Management Commission.

Order N.º 7909/2015  – D.R. n.º 138/2015, Series II de 2015.07.17

Establishes the number of PO SEUR technical secretaries and undertakes their assignments.
