Published today, August 14, Call for Applications addressed to the Portuguese Institute for the Sea and the Atmosphere (IPMA) for restructuring and modernization of meteorological systems, code POSEUR-08-2015-20.
Madeira archipelago is located in a subtropical region, being endowed with temperate oceanic climate. Climatic and hidrogeomorphological features of RAM make it particularly vulnerable to increased temperatures, reduced rainfall, the occurrence of extreme weather events and rising average sea level. As to the phenomena of floods, although there were always some in Madeira, are now known to most often occur episodes of exceptionally heavy rainfall, potentially linked to climate change that are reported globally. Given the existing climatological records and adverse weather events recorded in recent years it became increasingly important to implement sustainably mitigation and adaptation, identified in the study Strategy CLIMATE-Madeira - Adaptation Strategy to Climate Change in Madeira Autonomous Region.
Under "Adaptation to Climate Change," takes on a priority basis the implementation of an alluvial risk warning system in the Autonomous Region of Madeira (RAM), by installing a meteorological radar, allowing to obtain basic information for temporal and spatial optimization of operations and implementation of a flood risk index.
Considering not only the fact that the Portuguese Institute for the Sea and the Atmosphere (IPMA) is the body responsible at a national level for the weather forecast, but also that PO SEUR should primarily use available resources in Area 2, PI 5.i for priority projects and structuring, PO SEUR Management Commission understood this Call for Applications to be appropriate for the installation of weather radar in this region.
