On December 24th Ordinance No. 332/2018 was published, proceeding to the sixth amendment of RE SEUR - Specific Regulation for Sustainability and Efficient Use of Resources, annex to Ordinance No. 57-B / 2015, of February 27, which adopted it and of which it forms an integral part, amended by Administrative Rule no. 404-A / 2015, of November 18, by Ordinance No. 238 / 2016, dated August 31, by Declaration of Rectification No. 17/2016, of September 26, by Ordinance no. 124, 2017, of March 27, by Ordinance No. 260/2017, of August 23 and by Ordinance no. 325/2017, of October 27.

The European Week of Regions and Cities 2018, the annual four-day event in Brussels, runs from today to October 11, where officials from regions and municipalities, as well as experts and representatives from the academic world, can exchange good practices and knowledge on Regional and Urban Development. The meeting is also a recognized platform for political communication on EU cohesion policy, raising awareness among policy makers on the importance of regions and cities in shaping EU policies. Find out everything about this great event on the European Week of Regions and Cities website.

Reciclar Vale Mais - a campaign that aims to sensitize the population for waste separation with the installation of "special ecopoints", which will run from north to south of the country, in 15 Pingo Doce stores. The launch of this campaign was held today at Quinta do Conde, and was attended by PO SEUR.

In May PO SEUR will participate in the initiative EU in my Region, an European Commission campaign that encourages citizens to discover European projects in the area where they live and to share their images and experiences. To celebrate Europe Day, on May 9th, during this month some co-financed projects will be with Doors Open to be visited by the general public, making contact with the results of European funds more close and direct. The Opening Ceremony of the photographic exhibition "Discover how €4.342.544.223 euros of European Union Funds changed your life" was held yesterday in the European Parliament in Brussels. After passing through Lisbon, Porto and Madeira, this exhibition has now arrived in Brussels, with the support of MEP Liliana Rodrigues.

"School of Nature", a project from the Center for Environmental Monitoring and Interpretation of Viana do Castelo was named one of the five finalists of the European Natura 2000 Awards, in the "Communication" category. The project, co-financed by PO SEUR with a Cohesion Fund amount of 160,356.75 €, has as partners the Municipalities of Esposende and Vila Nova de Cerveira and Coimbra University, through the Sea Institute.

PO SEUR Management Authority has just published a Call for Applications for the conservation and management of the river mussel, a species protected under the Habitats Directive. Applications for this Call, with the code POSEUR-15-2018-03, will run until 6:00 pm on April 30, 2018.

PO SEUR Management Authority has just released a new edition of its Monthly Report. The Monthly Report - January 2018 intends to continue reporting on the application of the Cohesion Fund in the national territory, so that, in a transparent and clear way, there is a public perception of the degree of implementation of the Program, both financially and at the level of implementation of the main indicators.

You remind that you can participate until next March 8 in the PUBLIC CONSULTATION on the European Union Funds in the field of Cohesion. This consultation is addressed to all citizens and organizations concerned and/or involved in Cohesion-related issues, including beneficiaries of European Union programs and Funds, such as national, regional and local authorities, intergovernmental and non-governmental organizations, academic institutions, representatives of civil society and companies.

Under the 2014-2020 Operational Programs financed by Cohesion Policy funds, 23,486 operations were already approved - as at 31 December 2017, involving a total amount of eligible investment of 19 M€ and a Community contribution of 12 M€. See the Operation List here.

The construction of a new Companheira WWTP, integrated in the Algarve Multimunicipal Sanitation System, is in its final phase. With a Cohesion Fund contribution of € 9,425,565.04, the new Wastewater Treatment Plant of Companheira, in the northeast of the city of Portimão, will now allow the treatment of effluents of 130,000 inhabitants. The "Did you know ...?" Campaign was recently launched, coordinated within the Portugal 2020 Communication Network, which integrates all the Operational Programs. The Campaign translates into the printing of phrases in sugar packets, which disseminate the results of the European Union Funds in Portugal, with benefits for people and regions, improving the perception of the Portuguese public on the impact of the implementation of these funds in our country.

The presentation video of the projects co-financed by PO SEUR in the scope of prevention and management of flooding risks is already available on our Youtube channel. This video was initially presented at the Signature Ceremony of the Terms of Acceptance related to the Call for "Structural interventions for river regularization and water level control in areas of frequent flooding and vulnerable to severe damage", which took place in Golegã on February 7th. The project by ANPC (National Civil Protection Authority) for the Acquisition of Individual Protection Equipment to Combat Fire in Natural Areas - Municipalities covered by Council of Ministers Resolution No. 101-A / 2017, of 12 July (affected by Pedrogão Grande fire) was approved today by PO SEUR.

We inform that the Call for Applications POSEUR-12-2017-09 for Urban Water Cycle Infrastructures in RAM - 3rd Notice is now closed, as the submitted applications have exhausted the available funding.

Applications to finance projects under IFRRU 2020 - Financial Instrument for Urban Rehabilitation and Revitalization are open. IFRRU 2020, which operates nationwide, is a financial instrument created under Portugal 2020, with the goal to finance urban rehabilitation operations in the Urban Rehabilitation Areas (ARU) delimited by the Municipalities. It provides all investors with 1,400 million euros for investment in urban rehabilitation, with funding from European Union funds.

PO SEUR informs that it has extended the deadline for submitting applications to the Call for Applications destined for Actions to adapt to climate change foreseen for the biodiversity areas (2nd Call), code POSEUR-15-2017-25. The applications will run until 6:00 pm on December 15, 2017.

Since 2007, ESPON has supported territorial development processes in Europe at local, regional and national levels, bringing together policy makers who share the same types of challenges and who are looking for new territorial evidence and a European perspective. ESPON Targeted Analysis consists of analytical studies that aim to support territorial decision making by providing scientific knowledge and applying consolidated methodologies. January 26, 2018 is the deadline for submitting proposals. More information here.

The second Call for Applications was issued by PO SEUR Management Authority for Investments with a view to improving water quality, with code POSEUR-12-2017-29 and aiming at investments to improve the quality of water supplied in problematic areas in order to comply with the Directive on the Quality of Water for Human Consumption, including the removal of emerging, anthropogenic or by-product contaminants from the treatment.

Decree-Law no. 111-B/2017, of August 31, has undergone a profound change in the Code of Public Contracts and its public presentation will take place during the months of October and November 2017 to be held in all district capitals. The Roadshow for public presentation of the amendments to the Public Contracts Code is organized by the IMPIC - Institute of Public Markets, Real Estate and Construction, with the sponsorship of the Secretary of State for Infrastructures, Guilherme D'Oliveira Martins. To address the financing of clean energy for all Europeans, the European Parliament and the European Commission co-organize a high-level Conference on 7 November between 9.30 and 6.30 CET in Brussels. Among the themes of the conference that will take place in the European Parliament are the role of EU funding in the energy transition, investment in large energy projects including cross-border transport infrastructures and electricity production infrastructure from renewable energies.

PO SEUR Management Authority informs that Guidelines for Quantities Map and Measurement Autos at Balcão 2020 are now available on the Documentation - Guidelines tab, which intends to provide information on the registration of the Quantities Map of Quantities and of the Measurement Autos at Balcão 2020.

With a view to strengthening the single market as part of a continuous effort to stimulate investment in the European Union (EU), the Commission has presented an initiative to carry out public procurement more efficiently and in a sustainable way while at the same time making full use of digital technologies to simplify and speed up procedures. Public procurement represents a substantial part of our public investment: EUR 2 billion a year, which represents 14% of EU GDP. Ensuring that taxpayers' money is spent efficiently and effectively is in the common European interest.

A new Call for Applications destined for Investments in Wastewater Sanitation Infrastructures was published today with a view to resolving situations of inadequate treatment in low-density areas, with the code POSEUR-12-2017-26. The applications run until 6:00 pm on November 30, 2017.

PO SEUR Management Authority has opened today the second Call for Applications for climate change adaptation actions planned for biodiversity areas, code POSEUR-15-2017-25. The field of "Nature Conservation" provides for interventions aimed at implementing climate change adaptation actions foreseen for biodiversity in the framework of the National Strategy for Adaptation to Climate Change (ENAAC). Applications will run until 6:00 pm on November 15, 2017.

The € 75 million of Community funding for urban waste recovery that was hold at the European Commission was now released. Thus, PO SEUR will immediately finalize the application processes, which have been pending for about a year and a half because of the need to clarify the possible existence of State aid in the financing of entities in this sector.

Seixal Municipality will present the Seixal APPé mobile application, which will announce the Network of Environmental Interpretation Rails of the Municipality of Seixal, on September 27, Wednesday, at 6 pm, in the Auditorium of the Central Services of Seixal Town Hall. AD&C - the Agency for Development and Cohesion, IP recently launched its new website, thus pursuing the strategic objective of promoting the Agency's image as a reference entity, both national and international, in coordinating regional development policy and European Union. All stakeholders are invited to become better acquainted with the role of the Agency, which aspires to 'Be the center of competence in the Regional Development and Cohesion Policy and in the implementation of European Union Funds'.

PO SEUR Management Authority informs you that a new version of the Support Guide for Applications in Balcão 2020 is available, a script that provides detailed explanations on the different steps to be taken when submitting an application in Balcão 2020, now including important details on the criteria for locating operations. It is available, like all the other Support Guides, on the Documentation - Guidelines tab.

Until 22 September European citizens will have a full week dedicated to sustainable mobility. The aim of this initiative is to facilitate a broad debate on the need for behavioral changes in relation to mobility, specifically regarding the use of private cars. The National Campaign shares the European objectives for the recovery of the environmental quality of cities. Learn more about the various initiatives here.

The project consists on the implementation of a network of thunderstorm detectors in the RAM, which will support and improve surveillance and forecasting the short-term state of the weather, with an impact on the safety of the population and the national economy and on obtaining important data for a more detailed knowledge of the climate in RAM and its evolution in the face of climate change adaptation. For more information on the projects approved in the RAM, you can consult: List of Operations Approved by PO SEUR in the Autonomous Region of Madeira. Also, be aware of all the applications approved by PO SEUR up to now in Applications - Approved Applications tab.

As part of the 2014-2020 Operational Programnes financed by Cohesion Policy funds (ERDF, Cohesion Fund and European Social Fund), 20 307 operations were approved involving a total amount of investment of 15.4 000 M€ and a Community contribution of 10.3 000 M€. See the Global List, which includes operations approved by PO SEUR, here.

PO SEUR Management Authority reports that it has been approved by the Management Commission and consequently available on the website the model for the Final Report to be used by the beneficiary entities under regulatory terms. The approved model is available directly here and under the Documentation - Guidelines tab and should be used, in accordance with the provisions of article 12 of the SEUR Specific Regulation.

The project TecBIS - Accelerator of Companies of the Pedro Nunes Institute (IPN) is one of the finalists of the RegioStars Awards, promoted by the European Commission with the objective of identifying good practices of regional development, highlighting innovative projects, supported by European funds. This guide covers potential beneficiaries of European Union (EU) funding and aims to familiarize the reader with EU funding. PO SEUR Authority Management lauches another Support Guide for beneficiary guidance, the Support Guide for Physical Execution Report Module, intending to provide information that allows data insertion concerning physical execution of the indicators by the beneficiaries though a Module specifically designed for it. This Support Guide is available, as well as all the others, in the Documentation - Guidelines tab.

The project "Red List of the Vascular Flora of Continental Portugal" is the result of an application submitted by the Portuguese Society of Botany, within the scope of Call for Applications POSEUR-15-2015-13, a Call for Applications framed in the investment priority on the protection and rehabilitation of biodiversity and soil and promoting ecosystem services systems, particularly through Natura 2000 and green infrastructure, aiming to develop information and awareness-raising for the classified natural values. With a total investment cost of 411,643.82 euros, the project has a co-financing from the Cohesion Fund of 349,897.25 euros. This is another Guidebook by PO SEUR Management Authority that intends to provide information that allows the insertion of reprogramming by the beneficiaries through a module designed for this purpose.

PO SEUR informs that updated versions of the Support Guides available for guidance are made available regarding Applications module within Balcão 2020 and Payment and Contracts modules.

Today was released the edition number 10 of PO SEUR Newsletter, for the month of September. With various contents related to various aspects of the Programme, including supported projects ando its scope of action, including the Featured Projects, the most relevant news and many facts about relevant aspects, the Newsletter offers the possibility to subscribe through this link. It is also possible at any time to consult all previous editions.

The distinction was awarded in Brussels, at the European Week of Regions and Cities. From a group of 104 projects that were supported by EU funds, 23 finalists were chosen divided into five categories. The "Bio Centre: biorefineries, biofuels and bioproducts," created by BLC3, from Oliveira do Hospital, brings to Portugal the distinction of the Committee.

Now available for consultation and download in Excel and PDF format and reported to August 31, 2016, is the Operations Approved List within Portugal 2020, including PO SEUR. Ensure full transparency in the allocation of EU funds involves sharing with all citizens the information on the supported projects. The Operations Approved List, searchable, responds to this goal, allowing access to the entire society to the way the Union financial resources are invested.

PO SEUR provides in its Priority Axis 1 the support for a transition to a low-carbon economy in all sectors, including in Investment Priority 4.3 - "Support for energy efficiency, intelligent energy management and the use of renewable energy use in public infrastructures, including in public buildings and in the housing sector. " Within this IP projects will be supported by PO SEUR covered by the Section 2 of the Specific Regulation - "Support for energy efficiency, intelligent energy management and renewable energy use in public infrastructure Central Administration".

Despite the application approval process is still ongoing, 39 applications have already been approved. In total they represent a total investment of € 9,795,017.58 and the assignment of a Cohesion Fund value in the order of € 7,387,830.23.

Call for Applications / Invitation, code POSEUR-01-2016-60 for electricity production projects from renewable sources, with technologies tested and not very disseminated in the national territory and respective network integration.

PO SEUR Management Authority has just published a Call for Applications / Invitation code POSEUR-10-2016-58 code directed to the Regional Secretariat for Parliamentary and European Affairs, Regional Directorate of Roads for the reconstruction of hydraulic crossings and retaining walls in the ER. The period for submission of applications will run until 23 September 2016.

PO SEUR released yesterday, 27 July, a Call for Applications / Invitation to the Regional Secretariat for Parliamentary and European Affairs, Regional Civil Engineering Laboratory for Implementation of mudslides warning system in Madeira Autonomous Region, with code POSEUR -10-2016-59. Applications may be submitted in Balcão 2020 until 18h00 on 23 September 2016.

PO SEUR released yesterday, July 25, new Call for Applications for Planning on Adaptation to Climate Change, with the code POSEUR-08-2016-57. Applications may be submitted in Balcão 2020 until 18h00 on 21 October 2016.

On July 21, 2016 Opening Call for Applications General Plan for the various programmes that are part of Portugal 2020 was again updated, including the Operational Programme Sustainability and Efficient Use of Resources (PO SEUR). The Plan is organized by intervention typology and presents a calendar with the forecast opening and closing of each of the Calls for Applications. It is available for viewing and download in Excel and PDF versions on the Applications tab - Calls for Applications of this website.

Today, July 22, changes were made to the Calls for Applications with codes POSEUR-10-2016-50 and POSEUR-10-2016-51, with regard to the extension of the deadline for submission of applications. These Calls fall within the scope of the acquisition of operational vehicles for protection and relief and interventions in network infrastructure for enhanced operability respectively. Thus, the limit date for applications submission is extended to 16th August and 12th August respectively.

Today, July 21, 2016, has been updated on the website of the Operational Programme Sustainability and Efficient Use of Resources the Information and Communication Guide for Beneficiaries and it is now available for consultation. This guide aims to support the beneficiaries in compliance with the rules of communication, with what is understood as the minimum fulfillment of the obligations under a project co-funded by ESIF.

Today, July 20, PO SEUR approved changes in the Call for Applications code POSEUR-06-2016-52 in terms of its Annex II and Annex III. This Call for Applications is addressed to the managing entity of the electric mobility network - MOBI.E , S.A and plays a very important role in the reduction of polluting emissions in urban areas and the replacement of fossil fuels with an alternative source of energy.

Under the Call for Applications issued by the Operational Programme Sustainability and Efficient Use of Resources (PO SEUR) for actions of "Defense Network Installation against Forest Fires" 10 applications were approved, corresponding to an approved Cohesion Fund amount of 36 million euros, corresponding to a total investment of 4.2 million euros.

It is available for viewing and download the List of Approved Operations within Portugal 2020, reported on 30 April 2016. To ensure full transparency in the allocation of EU funds involves sharing with all citizens the information on the supported projects, including entities, amounts contracted and results. The List of Approved Operations, reported on April 30, 2016, is available in Excel and PDF versions.

This Plan is general and presents a forecast of opening Calls for Applications for all Programmes of Portugal 2020.

With the celebration of another Europe Day, an initiative since 1985 celebrating peace and union among the peoples of Europe, Portugal will offer you numerous activities. Between shows, workshops and seminars, many projects supported by funds of the European Union will be opening doors to. You can also participate in the Treasure Hunt, in the Photography Contest or Blogs Contest and qualify for prizes. The campaign Europe in my Region 2016 runs throughout the month of May, as part of the Europe Day celebration.

PO SEUR Management Authority published last Friday, May 6, a new Call for Applications/Invitation code POSEUR-03-2016-40 directed to ADENE - Agency for Energy and inserted within the theme of Energy Efficiency in Public Administration. Applications under this Call/Invitation run until 18:00 of May 27, 2016 and shall be submitted through Balcão 2020.

PO SEUR Management Authority published last Friday, May 6, a new Call for Applications/Invitation code POSEUR-04-2016-41 directed to ADENE - Agency for Energy and inserted within the theme of Energy Efficiency in Private Housing. Applications under this Call/Invitation run until 18:00 of May 27, 2016 and shall be submitted through Balcão 2020.

Today, May 9, Europe Day, we thanks Europe and all Portuguese by celebrating the success of implementation of structural funds, with the display of a spot in RTP 1, RTP Madeira and RTP Açores which will help share the existence of future projects and verify that regional disparities were ameliorated with its implementation.

The European Commission launches today the first "Europe in My Region" campaign to encourage citizens to discover and learn more about EU-funded projects all around Europe. Organised by Commission's Directorate-General for Regional Policy with the support of Managing Authorities and the Commission's Representations, "Europe in My Region" will run from 29 April to 11 June in 23 EU countries involving over 1,200 events with thousands of citizens expected to attend.

In order to respond to some questions that have arisen about loading files in Balcão 2020 and what size they should have a new FAQ (Applications submenu) was created. 

Deadline was extended for submission of applications to the Call for Applications/Invitation code POSEUR-01-2015-30 for the EEM- Electricity Company of Madeira, SA for Expansion of Calheta Hydroelectric- Madeira. The deadline for applications is now up to 18:00 of June 30, 2016.

Under Call for Applications/Invitation code POSEUR-10-2015-27 addressed to the Regional Secretariat of Environment and Natural Resources, under the Planning and Risk Management, was approved the application by the Regional Development Institute of the Autonomous Region of Madeira for Risk and Flood Management Plan (for Madeira). 

Under Call for Applications/Invitation code POSEUR-09-2015-25, addressed to the Portuguese Environment Agency , I.P. (APA) and Polis Litoral, which have framework in a) and c ) of paragraph 1 of Article 77 of the RE SEUR in the field of coastal erosion, was approved the application of Polis Litoral Southwest for the Cliff Stabilization on Zambujeira do Mar Beach and Porto Covo Port.

Already known the beneficiaries of the applications approved under the Call for Applications related to the Planned Actions in the Species Action Plans - Iberian Lynx and Necrophagous Birds. The approval of applications ended the decision process regarding the Call code POSEUR-15-2015-12 on the scope of Nature Preservation.

The conference "Circular Economy Financing" took place yesterday at CCB in Lisbon. Promoted by the Environment Ministry, it intended to stimulate the debate on the opportunities and challenges associated with the new paradigm of the economic model. Helena Azevedo, manager of PO SEUR, was present to talk about the funding available in this program to the theme.

European Funds from Portugal 2020 will support energy efficiency in homes and help the Portuguese save money spent with energy. The first step of the Operational Programme for Sustainability and Efficient Use of Resources (PO SEUR) is to allocate € 40 million of European funds in the new financial instrument for the rehabilitation and urban revitalization of Portugal 2020, called IFRRU 2020.

Under Call for Applications/Invitation code POSEUR-12-2015-16 in the field of urban water cycle, was approved the application of the municipality of Aljustrel for the development of registration of the existing infrastructure of water supply and wastewater sanitation low in the municipality of Aljustrel.

The decision process concerning Call code POSEUR-12-2015-02 under the Urban Wastewater Treatment and seeking compliance with the Directive on the treatment of Urban Waste Water - Directive 91/271 / EEC of 05/21/1991 (DARU) is concluded. The Call included a total of 22 applications submitted, 20 of which were approved.

PO SEUR Newsletter completes with this issue # 7 a year of life, as its first edition was released in March 2015. The issue coming out today, April 6 , can be found here. Under Call for Applications/Invitation code POSEUR-12-2015-03 in the field of wastewater treatment and in order to address non-compliance and litigation under the Directive on the Treatment of Urban Waste Water - Directive 91/271 / EEC of 21.5.1991 (DARU) an application was approved that is designed to support the construction of the WWTP of Beja.

PO SEUR Management Authority published yesterday, March 30, the Call for Applications/Invitation code POSEUR-R1-2016-37, addressed to the Management Structure of the Financial Instrument for Urban Rehabilitation and Revitalization (EG IFRRU 2020) for the implementation of the financing model IFRRU 2020 organized on three levels (Fund of Funds, regions and retail financial institutions). Yesterday, March 17, the Call for Applications code POSEUR-10-2015-33 addressed to the Regional Secretariat for Parliamentary and European Affairs of Madeira Autonomous Region for Reconstruction and Regularization of Santa Luzia Stream was changed. PO SEUR Management Authority approved the application on the Weather Radar of the Autonomous Region of Madeira. This application, from the Portuguese Institute for the Sea and Atmosphere, I.P. (IPMA), falls within the scope of Call for Applications code POSEUR-08-2015-20 within the Investment Priority 5.1 "Granting investment support for adaptation to climate change, including ecosystem-based approaches" on Axis II of the Programme.

Call for Applications code POSEUR-07-2015-31 on the U-Bike Project was changed yesterday, March 7. This Call aims to promote cycling mobility in Academic Communities. Annex I (General Regulation of the U- Bike Project) and Annex II (Selection Criteria) were thus changed. Applications may be submitted through Balcão 2020 until 18:00 on May 2. 

The 2015 Environmental Status Report (REA 2015) is the latest state of the environment assessment in Portugal and is from today available online for consultation or download. Published annually by APA, the State of Environment Report is prepared since 1987 and aims to assess the state of the environment in Portugal, recognizing the major progress and constraints in this area and identifying the position of the country in meeting the goals and targets assumed.

Today, March 8, PO SEUR will attend the workshop "Contribution of Sport to Regional Development through the Structural Funds", in The Hague, the Netherlands. Now available here is a Practical Guide (in portuguese) for which the European Commission is responsible, on public procurement to assist administrations and beneficiaries to take full advantage of EU investment. The Guide is one of the action elements of the plan for public procurement, which is part of a broader initiative launched by Commissioner for Regional Policy, Corina Creţu, to help Member States and regions to improve the way to invest and manage the cohesion policy funds.

Until January 29, 2016, PO SEUR released a total of 33 Calls for Applications, covering the three priority investment axis and technical assistance for the Programme. These Calls have provided 580.6 M€ from the Cohesion Fund (CF), representing approximately 25.8% of the overall budget of the Programme (2252.7 M€).

Yesterday, january 19th, text of call for applications, an invitation to APA, I.P. with POSEUR-09-2015-25 code, referring to material actions and actions that aim knowledge production, management and monitoring information at Litoral Protection thematic. Applications can now be submitted up to 18:00 of February 12th, 2016 through Balcão 2020.

The Operational Programme for Sustainability and Efficient Use of Resources (PO SEUR) will hold two Clarification Sessions on the Call for Applications POSEUR-07-2015-31 - "U-Bike Project Portugal - Promotion of electric and conventional bikes in academic communities" which aims to promote the adoption of more sustainable mobility behavior through the provision of electrical and conventional bikes by public institutions of higher education, for use in universities with Portugal 2020 support.

The Green Project Awards Ceremony took place on January 7, in the Grand Auditorium of Culturgest in Lisbon and marked the end of the eighth edition of this initiative. With the institutional support of the CPLP and the European Commission - in addition to the Government of Portugal since its inception - the GPA is currently a reference in sustainability in our country. PO SEUR was present in this initiative, represented by Eng Manuela Matos, Member of the Steering Committee.

The European Commission recently launched its new publication "Ten priorities for Europe - a new start for Europe: the European Union's agenda for jobs, growth, equity and democratic change" as part of the collection "Understanding EU policies". The European Union is facing unprecedented challenges, from high unemployment, slow economic growth, economic uncertainty and a huge lack of investment, to migratory pressure and challenges in environmental and safety as well as the instability of its neighbor countries.

Next January 18, Seminar "Fi-Compass: Financial Instruments devilering ESI Funds" will take place in Lisbon, in Hotel Tivoli Oriente. The initiative, organized by the European Commission and the European Investment Bank, is part of a series of seminars covering 25 Member States of the European Union, and the next ones are scheduled for January 21 in Ljubljana - Slovenia, January 25 in La Valletta - Malta and 27 January in The Hague - Netherlands.

It’s about an invitation to CIM Região de Aveiro for support of structural interventions of flood control in frequent flooding zones at Baixo Vouga Lagunar. APA, I.P. promotes, from 17 December 2015 to 17 March 2016, a public participation procedure for PGRI (Flood Risk Management Plans). The most relevant information related to these plans is available in participa.pt website and at Portuguese Environment Agency website in apambiente.pt.

PO SEUR Management Authority clarifies once again that the operating typologies related to some sections of the SEUR Specific Regulation will be supported by the ERDF through the Regional Operational Programmes where the investment is located and not by the Cohesion Fund through PO SEUR .

Tomorrow, December 18, will be held the presentation of PLANO 100 at 16:30 in the Auditorium of AEP - Associação Empresarial de Portugal, in Leca da Palmeira. PLANO 100 aims to accelerate business investment with the injection of 100 million euros in savings in the first 100 days of the twenty-first Constitutional Government, with the support of Portugal 2020.

Today, the Commission adopted a Communication on the contribution of the European Structural and Investment Funds (ESI Funds) to the EU's growth strategy, the Investment Plan and theCommission's priorities over the next decade. The report also includes the outcomes of the negotiations with all the Member States on Partnership Agreements and programmes and the key challenges per country.

MultiAdapt project of Almada Municipality was one of 20 selected by the UN to be presented at the Pavilion of Cities and Regions, at the Climate Summit, taking place in Paris. It is one of 30 municipal projects to adapt to climate change under way in Portugal. Full news available here.

PO SEUR - Operational Programme Sustainability and Efficient Use of Resources will launch on the 23rd of November, 11.00 am, a Call for Applications aimed at public institutions of higher education, in partnership with the IMT for the implementation of projects in the academic communities in order to generate primary energy savings obtained through the modal shift from individual motorized transport to cycling mode.

Published yesterday, November 18, in Diário da República, the Decree No. 404-A/2015 marks the first amendment to Decree No. 57-B / 2015, February 27 (Specific Regulation for the field of Sustainability and Efficient Use of Resources). Both documents are available on the Documentation tab - Specific Regulation of this site.

The beneficiary Curator issued a recommendation to the Management Authorities about formulating their Calls schedules for submission of Applications and the Interministerial Commission for Coordination of Portugal 2020, in approving the calendar, should take into account the existing technical constraints, including the effective operation date of the application forms.

Following the definition by ERSAR of the minimum requirements for the tariff structure in the urban waste sector, PO SEUR proceeded to an update on the document on "Application of the eligibility criteria for beneficiaries (Waste)", which relates to the application of line b) of paragraph 1 of Article 91 of the Specific Regulation of the SEUR domain.

The Regional Operational Programme Centre 2020, together with Capacitar (Empower) Program, will hold two information workshops on the theme: "Local Government Challenges in Portugal 2020". These workshops will take place on 11 November in Agueda, and November 12 in Trancoso. PO SEUR will be present in both.

Today, October 29, the deadline was extended for submitting applications to Call for Applications POSEUR-10-2015-24 in order to frame investment in terms of reduction of territorial vulnerabilities in the area of forest fires through strengthening installation of forest fire defense networks, in non-private land, aiming to reduce the fuel load and access to water points. As a first step following the European Citizens' Initiative Right2Water, new rules adopted by the Commission today provide flexibility to Member States as to how drinking water quality is monitored in around 100 000 water supply zones in Europe. This will allow for more focused, risk-based monitoring, while ensuring full protection of public health.

"ReDuna: Recovery and Ecological Restoration of S. João da Caparica Dune System", funded by the Operational Programme for Territorial Enhancement (POVT), has merit interest and recognition from the scientific and environmental community. Minuto Verde, issued on 28 September at the RTP television news in the morning was dedicated to ReDuna and passed several times throughout the day in different RTP channels.

Following the extension of the deadline for applications to the Call for Applications POSEUR-11-2015-18 code in the promotion of multi-material recycling and recovery of organic municipal waste to December 31, 2015, we inform that the limit date for making the request for an opinion to the Portuguese Environmental Agency (APA IP), showing the framework of proposal in PERSU 2020 and the Action Plan applicable, as stipulated in 10.3.1 of the Call, has been changed to November 30, 2015.

Published today, September 30, Call for Applications code POSEUR-09-2015-25 within Coastal Protection - Material Actions aimed at the production of knowledge, information management and monitoring. This is aimed at the Portuguese Environment Agency, IP (APA) and other public incorporated entities that may result from the new coastal governance, as discussed by GTL report on Chapter 7 - "Governance Model", which are dedicated to developing integrated rehabilitation coastal operations, having framework in point d) of paragraph 1 of Article 77 of the RE SEUR.

Following the issues raised in the Clarification Session held on September 22 under the Call for Applications POSEUR-11-2015-18 code: Promoting multimaterial recycling and organic recovery of municipal waste, now available are various FAQ - Frequently Asked Questions relating specifically to the applications submission process on this Call.

Today a call for Applications was published with code POSEUR-10-2015-27 directed to the Regional Secretariat of Environment and Natural Resources under the Risk and Flood Management Plan (Madeira Autonomous Region). This Call for Applications is part of the Investment Priority "Promotion of investment to address specific risks, ensuring disaster resilience and developing disaster management systems" and applications may be submitted until 18:00 of November 30, 2015 through Balcão 2020.

Call for Applications was published with code POSEUR-17-2015-26 on the recovery and resolution of environmental liabilities of abandoned mines. The expected support is aimed at the recovery or environmental remediation of contaminated sites classified as liabilities resulting from mining activities, geographically defined and currently disabled or abandoned, considered hazardous to public health and to the environment and safety of persons and property, and requiring urgent resolution.

Today a Call for Applications was published with code POSEUR-10-2015-28 addressed to the Portuguese Environmental Agency (APA, IP) to strengthen information and monitoring systems, particularly regarding the modernization of the air quality system (QualAr). It was recently published by the European Commission (EC) the Pocket Guide on the initiative "Innovation Union" under the Europe 2020 Strategy, which aims to create a Smart, Sustainable and Inclusive Growth. The future of Europe is linked to its innovation capacity. The solution is the "Innovation Union", a rich initiative in actions which aims to a Europe that favors innovation.

Yesterday, September 17, the Call for Applications with code POSEUR-12-2015-16 on the register of infrastructure systems in low for water supply and wastewater disposal was changed. The dealdine for submitting applications was extended and these can now be submitted up to 18:00 of October 30, 2015.

PO SEUR Management Authority undertook a change to Call for Applications POSEUR-15-2015-13 "Information and Awareness on Classified Natural Values" after verifying that in Balcão 2020 an indicator associated with the Call was not available. It was thus made the delivery and removed the indicator Habitats protected whose condition or trend becomes known, which was not included in the Call.

Now available on this website all documentation relating to the Session for clarification promoted yesterday by PO SEUR under the Call for Applications published to support operations in Priority "Investments in the water sector to meet EUrequirements on the environment " - Call for Applications POSEUR - 12-2015-16: Register of Existing Infrastructure Systems in the Water Supply in Low (AA) and Wastewater Sanitation (SAR), which deadline for Applications submission runs until September 30, 2015.

Approved the Application by Direção Geral de Energia e Geologia (DGEG) to Call for Applications POSEUR-15-2015-06, which had a period for submission of applications between 30 April and 29 May 2015. This Call for Applications / Invitation was inserted under the Axis 3 and Priority Investment 6.4 - Protection and rehabilitation of biodiversity and soil and promotion of ecosystem services systems, particularly through Natura 2000 and green infrastructure. More information is available in the Applications tab - Applications Approved on this website.

It will take place on September, 22 from 15:00 in the Laboratório Nacional de Energia e Geologia (LNEG) Auditorium, (on Estrada da Portela - Bairro do Zambujal – Alfragide), a Clarification Session promoted by PO SEUR under the Call for Applications published as POSEUR-11-2015-18: "Promotion of multimaterial recycling and urban waste recovery", for which the deadline for submission of applications runs until October 30.

Now, in early September, an European Commission Report was published presenting Eurobarometer 423, with the results of surveys to citizens about the impact of European regional policy. The study was conducted in June 2015 and presents data relating to the 28 Member States about the perception of citizens on the impact of policies. The full report can be found here.

The InterMinisterial Coordination Committee (CIC) for Portugal 2020 approved, on August, 5, the Global Evaluation Plan for Portugal 2020 (PGA PT2020), available for consultation. The overall goal of the evaluation is to establish itself as the guiding document for the assessment of Portugal 2020 (PT2020) -  by all the entities responsible for the governance of the European Structural and Investment Funds (ESIF) - so that the design and implementation of policies and programmes can benefit from quality assessments, supported by evidence on the effectiveness, efficiency and impact of the interventions.

PO SEUR published today, August 31, Call for Applications code POSEUR-10-2015-24. This is the 1st Call for Applications published by the Programme for the Installation of Forest Defense Network against Fires and has the intention to frame investment in terms of the reduction of territorial vulnerabilities in the area of ​​forest fires. Applications may be submitted through Balcão 2020 until 18:00 next October 30, 2015.

It will take place today, at 16:00, in the auditorium of the CCDR Centre in Coimbra, the signature ceremony of the Pacts for Development and Territorial Cohesion with the Intermunicipal Communities (CIM) of the Central Region. These agreements deliver to eight CIMs a total value of 354 million euros in EU funds, of which 4.8 million correspond to the support from the Cohesion Fund through PO SEUR.

Today, August 31, Call for Applications / Invitaion POSEUR-10-2015-23 was published and directed to the Intermunicipal Community of Aveiro region for structural operations of clearing, river regulation and flood control in frequent flooding and high damage areas in Lower Vouga Lagoon. Applications may be submitted through Balcão 2020 until 18:00 next December 30, 2015.

The deadline for applications has been extended for Call for Applications POSEUR-10-2015-09 to ensure responsiveness in the extended attack, so as to meet the needs in the fight against major forest fires. Applications may be submitted now through Balcão 2020 until 18:00 next February 29, 2016.

PO SEUR promotes a clarification session on the Calls for Applications published under Nature Preservation to support operations in the Investment Priority "Protection and rehabilitation of biodiversity and soil and promotion of ecological services, particularly through  Natura 2000 network and green infrastructures." This session is developed in collaboration with ICNF.

It was published yesterday, August 25, Call for Applications / Invitation with code POSEUR-12-2015-22 directed to the Funchal City Council and Invitation to Funchal Municipality and Águas e Resíduos da Madeira, S.A for operations aimed at compliance with Urban Wastewater Directive (DARU) - Directive 91/271/EEC of the Council of 21 May, sanitation and wastewater for operations aimed at improving water quality and closing systems of the water supply in both cases only for the Madeira Autonomous Region (RAM).

As part of the Integrated Strategy for Territorial Development (EIDT), a Call for Applications was released with code EIDT-99-2015-03 for submitting applications for Strategic Plans for Urban Development (PEDU), with closing date of 10 September 2015. The text of Call for Applications with code POSEUR-12-2015-02 under Wastewater Treatment and aimed at meeting the Directive on the Urban Waste Water Treatment - Directive 91/271/EEC of 21-05-1991 (DARU) has been revised.

AD & C - Agency for Development and Cohesion released the first issue of the Informative Report on European Union Funds - QREN and Portugal 2020 as a successor to the Newsletter on QREN Informative Report - Quadro de Referência Estratégico Nacional 2007-2013, constituting a structural and graphic reformulation of this document. The Report presented now seeks to provide a more concise reading in the early part of analysis of the application of EU Funds managed by national authorities, referring to more structured and detailed information by Program and Fund.

Call for Applications POSEUR-11-2015-18 that aims the promotion of multimaterial recycling and organic urban waste recovery was amended on august, 14. The review in question concerns Point 2 - "Types of Operations". It also targeted changes to Annex III of this Call for Applications - "Parameters and Weightings to consider when assessing the selection criteria."

The website for the Curator of the Beneficiary of European Structural and Investment Funds is already operating. The new president leaves CCDR Alentejo- Commission for Coordination and Regional Development of Alentejo, as well as the function of President of the Directive Commission of PO ALENTEJO 2020.

Yesterday, July 23, 2015, Resolution of the Council of Ministers No. 52-A / 2015 was published, establishing the operational framework of the Financial Instrument for the Rehabilitation and Urban Revitalization. Also yesterday an Announcement of the Council of Ministers approved the establishment of the Financial Instrument for Energy within Portugal 2020 called IFE2020.

On July 3 Calouste Gulbenkian Foundation will host the presentation of the Waste Cluster Strategic Plan in Portugal. The public session takes place at 9:30 am and will be attended by the Minister for Environment, Territorial Planning and Energy, Jorge Moreira da Silva.

The proposal presentation session of PNAC - National Plan on Climate Change, will be chaired by the Minister for Environment, Territory Planning and Energy and is scheduled to start at 15:30. The screening of the film " Tomorrow Environment - A green [r]evolution" telling the story of the environment in Portugal, will mark the opening of the SIGMA room in that same Ministry, at 17:00.
